The United States has more trained lawyers in government compared to any other country in the world. As such, the governing philosophy in the US is procedural. Approvals, litigations and lots of paperwork.
In China, there are more engineers in government per capita. The philosophy is objectives and key results, making the country one gigantic project management mosaic.
Most other countries have a variant of these two professions, or at least, should. Lawyers are regulators. Engineers are builders. Both are very important.
