In US Presidential election cycles, the October surprise is typically some outlandish piece of information that gets discovered, leaked or volunteered by someone with ‘good intentions’ for the nation.
It typically gets fed into global news cycles to bias, convince or factionalize certain members of the voting public so that they vote a certain way.
Call it whatever you want, from election tampering to rigging, October surprises are more about social control than the public outrage they pretend to elicit.
